And accuracy:: Resolution 72
And a Background Saudaeee

2:: Choose a color for the color green fluorescent original foreground and background black background

3:: choose
Edit -> Fill -> Background Color and fill the background black background

Select-> Feather
And set values = 2 pixels

7:: chose Filter-> Blur-> Radial Blur
And set the following values (100, Zoom, Best)

8:: Without hesitation repeat step 7
Press CTRL + F

9:: selected
Select-> Inverse
Then repeat step 7
Filter-> Blur-> Radial Blur
(100, Zoom, Best)

well "boss" , this one looks clearer
but i dont understand "create a new page". what does that mean?
